Tempers Flare at BOE Meeting By Klaus Gaebel--Post Star
The November 13th school board meeting saw tempers flare on several occasions. Board president Don Tucker at one point vowed to restore order by calling police if necessary. Here, trustee Terry Parisian stands during oneof the incidences. School board President Don Tucker had his hands full at the monthly Board of Education meeting on November 13th, threatening at one point to call police to restore order. With board protocol and policy calling for the president to give the floor to board members to speak, interrupting members is frowned upon. Tempers flared a number of times during the meeting, usually when interruptions occurred. Tucker rebuked board member Terry Parisian on several occasions. At another point in the meeting, Tucker admonished an audience member, hoping to prevent any further disturbances. His indignation appeared aimed at former school board member and president Vince Buono, who left his seat and moved to the rear of the meeting hall as Tucker voiced his displeasure. Transcripts follow of four separate incidences. INCIDENT # 1 Tucker: Let me back up. Any further discussion? Brennan: [inaudible comments correcting Tucker's procedural error about a motion to table] Tucker: Nobody wants to say anything? Brennan: [inaudible] Tucker: Thanks for reminding me Mr. Brennan. I don't hear from you all month, but I hear from you a lot here when I need to be corrected. Thank you. Thank you. Brennan: You're welcome.
INCIDENT # 2 Tucker: Wait a minute. Wait a minute. We're still in the discussion stage Parisian: The only one discussing is Mr. Heidcamp Tucker: Terry, we're still in the discussion stage and if its one board member it's going to be discussion. Parisian: [inaudible] The only one discussing is Mr. Heidcamp. Tucker: [uses gavel] You're out of order. Parisian: [inaudible] Tucker: You're out of order please. Parisian: [inaudible] Heidcamp: [to Tucker] [inaudible] Tucker: Terry, you're out of order Parisian: Until he's heard no one can say anything. Tucker: We're going to respect it even if its one board member speaking. Parisian: Everybody is supposed to have the chance to speak. Tucker: And I'm giving everybody the opportunity. Parisian: I'm sick and tired of Mr. Heidcamp shooting his mouth off. [inaudible] Tucker: You're out of order again. Parisian: Good, I'm out of order. Tucker: If you raise your hand I will recognize you for any question that you might want to ask as I have been doing. Mr. Rhau [continue] please.
INCIDENT # 3 Heidcamp: What my Parisian: [inaudible] Tucker: Hold on Heidcamp: What my concern here is - this is my motion Parisian: [inaudible] Heidcamp: What my concern here is Parisian: Everything is your motion, your opinion [inaudible] Heidcamp: [to Tucker] Sir, will you call him out of order. Tucker: [uses gavel] Parisian: [mocking] Out of order Mr. Parisian Member of public: [reacts] Heidcamp: [to Tucker] Can you ask him to leave. I can't conduct business here with him, can you ask him to leave please. Tucker: [uses gavel] Tucker: Terry, members of the audience. You'll stop or you'll be asked to leave the meeting Parisian: You want me to leave? Tucker: I said if you don't stop you'll be asked to leave the meeting including the member from the public over here on my right. Parisian: [inaudible] Tucker: Sir. Rhau: [inaudible] stay for the meeting, please Parisian: [inaudible] Tucker: Terry, do you want to leave the meeting now or not. It's up to you Heidcamp: [inaudible] Tucker: [to Parisian] We're not going to tolerate any more insubordination to the board members Heidcamp: Absolutely. Tucker: [to Parisian] Mr. Heidcamp's request is legitimate. You have to either respect it or vote against it against it. It's that simple. Parisian: It's my opinion sir. Tucker: I listened to your opinion. And I'm not going to listen to the member of the audience again doing what he did with a board member here. Tucker: [uses gavel] Go ahead, George. Heidcamp: Thank you Mr. president.
INCIDENT # 4 Parisian: [inaudible] Tucker: Mr. Parisian, will you stop interrupting this meeting. Heidcamp: [to Tucker] Will you ask him to leave the meeting. Tucker: [to Parisian] Sir, this is a public assembly and you either conform to the rules or you leave. Now, I'm not going to tell you again Heidcamp: I move to have him removed form the meeting Tucker: [to Parisian] Sir I'm not going to tell you again. You will follow the protocol of this board. Now that's your 2nd warning Mr. Parisian. Parisian: [holds up two fingers indicating his 2nd warning] Tucker: [to Parisian] You can mock all you want sir. That is your 2nd warning. Heidcamp: That's total disrespect. Tucker: And if I have to have the police remove you from this board meeting, I will do that. Parisian: [inaudible] Tucker: [to Parisian] Sit down. George [continue]. Parisian: [inaudible] Tucker: Mr. Parisian, please.
