This is a letter I wrote to the new leadersheip as well as the rest of the Board of Education members on July 17,2006.
To this date, the board has not responded to these questions.

As you are aware, for the past 19-weeks I’ve questioned the behavior of and made certain assertions about Superintendent Rhau and other administrative personnel. I’ve also furnished evidence in the form of documents to substantiate my claims. As a citizen and a taxpayer in this community I strongly feel that these are legitimate questions and concerns and believe that the Board of Education has both an obligation and responsibility to address citizen complaints. Unfortunately, my requests seem to have fallen on deaf ears over eighteen of those past nineteen weeks (the exception being the first reading of Policy 6610 (Expense Reimbursement), which was read at the June school board meeting). My questions follow:

 

  • Why did Business Administrator Joe Dziaik sign Rhau’s voucher to authorize payment of $160.30 for mileage when he knows (or should have known) that it’s prohibited?

 

  • Did Rhau abuse cell-phone privileges by making 585-calls (479 of which were to either out-of-town or out-of-state numbers), many of which were made after school hours? Should those calls be considered "reasonable?" And, if so, why? As a result of a FOIL request to get a breakdown as to which of the 585-calls were District business and which were personal, I was told that there is no way the that District can check that. That is unacceptable.

 

  • Did Rhau violate the terms of his Contract when he failed to notify the Board of his out-of-state business travels to Orlando, Florida, Boston, Massachusetts, and San Diego, California, as called for under his Contract? (According to a majority of the Board, they had no idea he was out-of-state.)

 

  • Why did the District pay for Rhau’s hotel room in Orlando for the three-days prior to the start of the convention?

 

  • Why did the District pay $339 for car rental for eight-days when Rhau only attended the conference for one-day out of the eight while he was there?

 

  • Why is Business Administrator Joe Dziaik signing and approving his own vouchers for payment?

 

  • Why did the District pay $248 for a rental car for 9-days in San Diego starting on February 18, 2006 (five-days prior to the start of the conference which was February 23-26)? Why did the District have to pay for a rented car at all when Rhau had access to free transportation to the conference?

 

  • Why was Rhau taking part in the “Boston Duck Tour” on the same dates he was scheduled to attend the conference in Boston?

 

  • Why was Rhau participating in the “Land and Sea Tour” on the same dates he was scheduled to attend the conference in San Diego?

 

I reiterate, I have serious concerns as to Rhau’s behavior, as should the Board. I am, therefore, officially requesting in writing that a meeting be set up at your convenience between Board President, Vice President and, perhaps, one other board member and me to discuss these legitimate complaints. I think that, after eighteen weeks , I have a right to answers. Thank you, and awaiting your response.
